Import SRA Run table (CSV / Excel) — update snapshot without CLI

Upload an NCBI SRA exported run table. Data is written to instance/transcriptome_snapshot.json; each upload is also kept under instance/uploads/sra_run_tables/ (same logic as flask import-sra-run-table). The page reloads after a successful import.
